Dr. Shakuntala Misra National Rehabilitation University Lucknow established by Divyangjan Sashaktikaran Vibhag Uttar Pradesh, Government of Uttar Pradesh came up by an Ordinance dated August 29, 2008, later replaced by U.P. Act No. 1 of 2009, dated February 19, 2009 and U.P. Act No. 24 of 2011, dated November 28, 2011.
The first University of its kind, which also provides accessible and quality higher education to challenged students, in a completely barrier-free environment.

Our mandate is primarily to serve the differently-abled segment (challenged students) of the society for which a horizontal reservation of 50% seats in all courses of the University has been provided, in addition to the normal reservation policy.
First University of its kind established by Government of Uttar Pradesh for all categories of students with special facilities for students with disabilities.
State Government/UGC/RCI/AICTE standards followed.
Merit based admission and provision of equal opportunity.
Semester System/CGPA (Cumulative Grade Point Average) System at Graduation & Post Graduation level.
Degree accreditation only at CGPA of at least 3.00 out of 5.00.

Minimum 85% attendance is compulsory for appearing in the semester exams.

Dr. Shakuntala Misra National Rehabilitation University Lucknow is a State-funded University, established in 2008 on 131 acres situated on Mohaan Road, Lucknow. University is committed to develop as a centre of excellence in the field of Higher Education for all.
To bridge the gap of adequate facilities, the University provides need-based higher education to differently abled youth, and owing to the fact that differently abled children may not excel at par with general candidates due to their physical / social problems, and sometimes they are deprived of acquiring higher education. Keeping in view, the difficulties of differently abled children, it was decided to institute a University, which shall become a centre of excellence for ensuring higher education to all with special education to students with disabilities in an accessible and barrier free environment suitable for them.
The uniqueness of the University is evident from its basic philosophy, policies and programs, which are spelt-out and enshrined in the University Act and Statute.
The Dr. Shakuntala Misra National Rehabilitation University Lucknow reserves not less than fifty percent seats for students with disabilities in all the courses and out of this fifty percent, half of such seats shall be reserved for visually impaired students. The education to students with special needs of the University is being provided in an accessible and barrier-free environment, along with other non-disabled students.
All classes of the University are equipped with modern infrastructure like Computer, Projector, CCTV etc. State-of-the-art Library is in the process of being developed in the University for students in which varied books and materials are already available.
